• MICM and UNDP present the 2026–2036 roadmap to attract FDI in Information and Communication Technology (ICT) companies and promote employment

The Dominican Republic yesterday unveiled the Foreign Direct Investment (FDI) Attraction Plan for ICT Companies 2026–2036, with the objective of positioning the country as an international hub for technology investment and high-value digital services.

The initiative aims to stimulate investment in areas such as software development, artificial intelligence, cloud services, semiconductors, and advanced technological solutions, including applications for the healthcare sector. The plan was developed by the Ministry of Industry, Commerce and MSMEs (MICM) with the support of the United Nations Development Programme (UNDP).

Minister Eduardo Sanz Lovatón explained that the plan is grounded in a rigorous assessment of the ICT market and a comparative international analysis of countries such as Hong Kong, Ireland, and Costa Rica, which enabled the design of a roadmap aligned with the country’s productive transformation goals and the government’s long-term vision under Meta RD 2036.

He noted that the strategy seeks to integrate the country into the global value chains of the new economy, with investment attraction efforts focused on four high-impact strategic pillars: semiconductor manufacturing, software development, the HealthTech ecosystem focused on healthcare digitalization, and the evolution of contact centers toward higher-value Business Process Outsourcing (BPO) services.

The plan also promotes productive linkages between international technology companies and the local business ecosystem, facilitating knowledge transfer, integration of local suppliers, and the strengthening of MSMEs and technology startups.

Ana María Díaz, UNDP Resident Representative, stated that the plan prioritizes high-quality investments with strong potential to advance human development, strengthen national innovation capabilities, enhance competitiveness, and expand economic opportunities. She added that the initiative incorporates key elements such as gender equality in the technology sector, inclusive human talent development, strengthening digital infrastructure, institutional capacity building, and alignment with long-term national strategies such as the National Development Strategy and Meta 2036.
