From complicated issues, such as electricity transmission networks, the exploitation of a tourist destination, health issues and even underground drinking water systems and other public services, the state Public-Private Partnerships General Directorate (Dgapp) has received proposals to be executed according to the entity’s protocol.

The Dgapp was created in 2020. By the end of March 2023, it had received 23 initiatives. Of these, 13 are being evaluated, one was received and is in the admission phase, seven were discarded and two have not yet complied with the presentation guidelines, the entity explained to Diario Libre.

Of these, the Dgapp summarized a portfolio of 13 initiatives in the process of feasibility study and declaration of public interest.  Each one is detailed below.

1. The Amber Highway

  1. Proposer: APP Quisqueya, S.R.L.
  2. Contract period: 40 years
  3. Status: Declared of public interest.

The project proposes the design, construction, maintenance, and financing of a new toll road between Santiago and Puerto Plata called the Amber Highway, stretching approximately 32.7 kilometers.

Current situation: Final review phase of the financial structuring to be implemented. The competitive process is expected to begin in the coming weeks.

2. Implement National Vehicle Technical Inspection Program

  1. Proposer: Consorcio Inteve.
  2. Contract period: 15 years
  3. Status: Declared of public interest.

The project will be responsible for establishing and guaranteeing the technical, mechanical and environmental suitability of vehicles circulating on the country’s roads.

The proposal consists of the creation of a nationwide network of specific inspection facilities to include building and operating 30 inspection centers and 4 mobile units to register the conditions of vehicles circulating nationally and distributed geographically, according to the National Registry of Motor Vehicles.

Current situation: Consultation and revision of final version.

3. Intelligent Traffic Violation Detection System

  1. Proposer: Pelican Consortium
  2. Contract period: 18 years
  3. Status: Admitted and under assessment.

It proposes virtual traffic violation detection and intelligent vehicle monitoring through a system of 81 electronic detection points located in 13 provinces.

Current situation: In pre-feasibility study which is the step prior to being declared of public interest.

4.  Construction, exploitation, utilization and operation of Puerto Duarte, in Arroyo Barril and tourist facility

  1. Proposer: Puerto Plata Port Investments
  2. Contract period: 33 years
  3. Status: Competitive process (awarded)  

It consists of the design, construction and operation of the area as a tourist destination to develop a cruise terminal, which allows the effective use of the existing infrastructure with the necessary improvements to accommodate the arrival of larger oasis-type cruise ships, and to receive tourists from all over the world.

This idea is to avail of the existing Puerto Duarte infrastructure in Arroyo Barril, with approximately 17,000 inhabitants, in Samana province.  

Current situation: Awarded, under review and contract signature.

5. Electronic Collateral Securities System

  1. Proposer: Ministry of Industry, Trade and MSMEs
  2. Contract period: 15 years
  3. Status: Declared of Public Interest

The collateral securities system – the use of movable property such as machinery, equipment, spare parts and tools as collateral for a loan – is intended to allow, centralize, publish and make transparent the registration of security guarantees for movable property that would be used as credit security to generate new productive capital.

Current situation: Pilot phase implemented by the Ministry of Industry, Trade and MSMEs.

6. Expansion of the Electricity Transmission Company national grid  

  1. Proposer: TSK Dedalus
  2. Contract period: 30 years
  3. Status: Admitted and under assessment

It consists of the design, construction, maintenance and financing of the need for high voltage lines and substations that allow the reduction of losses when transmitting 345 and 138 kilowatts, reduce forced dispatches from more expensive and polluting plants, and increase the introduction of renewable energy farms. The initiative will have an impact in the provinces of Azua, Barahona, Duarte, Espaillat, La Vega, Monseñor Nouel, Montecristi, Puerto Plata, Sánchez Ramírez, Santiago, Santiago Rodríguez, Santo Domingo, San Cristóbal and San Juan de la Maguana, among others.

Current situation: Pre-feasibility study.

7. Equipping and installing photovoltaic systems in National Health Service health centers and offices

  1. Proposer: Rensa Renewable Energy
  2. Contract period: 20 years
  3. Status: Admitted and under assessment

The project consists of providing solar panels to the health centers and administration offices that make up the National Health Service (SNS) in all rural and urban areas of the country.

Current situation: Pre-feasibility study.

8. Underground public services (natural gas, electricity, telecommunications, drinking water, sewage) in the Distrito Nacional

  1. Proposer: Finisterre Capital
  2. Contract period: 40 years
  3. Status: Admitted and under assessment

The initiative proposes the construction of a pipeline infrastructure composed of a set of separate conduits at different depths for the public services (drinking water, sewage, electrical cables, telecommunications cables, and gas pipes) using minimally invasive Horizontal Directed Drilling (“HDD”) technology, with an initial project in the downtown Distrito Nacional area.

Current situation: Pre-feasibility study.

9. Integral Management of Electricity Distribution Companies

  1. Proposer: Unified Council of Electricity Distribution Companies
  2. Contract period: 33 years
  3. Status: Admitted and under assessment

The objective is to cede the public electricity distribution service for a period of 30 years, without transferring ownership of the assets. The role of the private sector would be to operate, maintain and invest in new assets, assuming responsibilities and clear goals of network quality, commercial attention, and economic-financial sustainability.

Current situation: It has been structured and is in the prefeasibility phase.

10. Government District of the Dominican Republic

  1. Proposer: App Enriquillo
  2. Contract period: 35 years
  3. Status: Admitted and under assessment

It consists of the construction, operation and maintenance of a Government District that consolidates the main state institutions in the city of Santo Domingo in a single place.

In fiscal terms, it is aimed at generating a positive impact on public finances, transforming perpetual rental expenditure into a single payment for availability during the term of the contract; payment that will be subject to the proper operation and upkeep of the properties.

The private agent proposes to develop on the land where the National Police Headquarters are currently located in the Distrito Nacional.

Current situation: It has been evaluated and is ready to be reviewed by the National PPP Council.

11. Los Corales Health City

  1. Proposer: Senda Infraestructuras
  2. Contract period: 23 years and 2 months
  3. Status: Admitted and under assessment

It proposes the design, construction, financing, integral maintenance, replacement of the hospital infrastructure, medical equipment and clinical and non-clinical furniture of Los Corales Health City. The obligations of the private agent do not include the provision of public health services or the provision of related complementary services.

The project will manage a regional, university and highly specialized hospital in the Eastern region, specifically in the province of San Pedro de Macoris.

Current situation: It has been evaluated and is ready to be reviewed by the National PPP Council.

12. Provide Hemodialysis Service to the National Health Service

  1. Proposer: Farmaplus, Clinimed, Productos Médicas y Quirúrgicos (Promédica), Vermeil Investment, Bio-Nuclear and Hidromed
  2. Contract period: 20 years
  3. Status: In pre-feasibility study

It includes the installation of 423 hemodialysis machines and chairs in 30 hospitals, designing and adapting physical spaces in hospitals for dialysis and installing an osmosis water system in each space, along with air conditioning and UPS equipment.

In addition, preventative and corrective maintenance of equipment, supply of dialysis kits and development of a program of updating, certification, and continuing education of designated personnel.

Current situation: In pre-feasibility study.

13. Project to purchase and maintain the new infrastructure to issue electronic passports to Dominican citizens residing in the Dominican Republic and abroad.

  1. Proposer: Dominican Midas
  2. Contract period: 20 years
  3. Status: Declared of public interest

This project foresees that the Passport Office will adopt a new system for issuing and distributing electronic national passports, characterized by the use of a chip or integrated circuit containing the personal data of the passport holder. The general objective of the project is to implement the issuance and use of the electronic passport to advance to standardization with other countries, improve the level of security of the document and respond to the requirements of international organizations such as the International Civil Aviation Organization (ICAO). Current situation: In the consultation phase with sectors involved and allies, a previous step to start its competitive process.
