The first meeting called by President Luis Abinader began for the process of presentation and discussion of the twelve reforms announced to be known within the scope of the Economic and Social Council (CES), in which scenario the political parties expressed ideas and opinions in conjunction with the representatives of the Executive Power since the president did not attend.

The representatives of the 12 parties attending the meeting held at the headquarters of the CES, converged on only two fundamental points, on this first day with only a work agenda.

As the first conclusion of the meeting, it was determined that the Government must present at the next meeting scheduled for September 15 a clear proposal and its position on each of the reforms that will be discussed during the course of the dialogue, which also included a representative of the union and business sectors.

The first to talk about the issue was the president of Alianza País (AlPaís), Guillermo Moreno, who asked to know in depth the position of the Executive Power on each of the reforms in order to discuss all the issues in a “democratic” way.

During his intervention, the former presidential candidate also asked to know the “status” of each of the reforms in the different processes of the law; In addition, he proposed the creation of thematic tables to broaden the discussions and make them more “specialized”. The representative of the Dominican Revolutionary Party (PRD), Peggy Cabral, limited herself to supporting Moreno and said that it will be there when the PRD will show its positions as a party.

Secretary-General Charlie Mariotti, who also coordinates the purple party commission in the National Dialogue, pointed out that the first responsibility regarding who should make the proposals is that of the Government, “because there are issues that who should put them on the table is the Government, such as the tax reform and the electricity pact ”, which have already been approved or discussed on previous occasions.

The president of the Reform Party (PRSC), Federico Antún Battle, said that he hopes that this dialogue will not only be for “entertainment” and that it will establish a real work agenda.

Through the final document read by César Dargam, executive vice president of the National Council of Private Enterprise (Conep), it was also announced that the proposal made by the Permanent Forum of Political Parties (Foppredom) to include reform to the electoral laws and the creation of an Electoral Code was proposed, which was seconded by the majority of the parties that participated.

The Foppredom proposed including in the dialogue the reform of the electoral laws that govern the political party system, such as Law 15-19 on the Electoral Regime and Law 33-18 on political parties and movements, which Minister Paliza considered “intelligent and timely.”
