The President of the Dominican Republic, Luis Abinader, inaugurated this Friday the Manzanillo Power Land thermoelectric generation plant\u2014one of the most significant energy infrastructure projects developed in the country in recent decades. The facility contributes a net capacity of 414 megawatts (MW) to the National Interconnected Electric System (SENI), strengthening the stability and reliability of energy supply as part of the government\u2019s comprehensive development initiative aimed at transforming the northwest region into a strategic energy and logistics hub.<\/p>\n\n\n\n
This project directly impacts Manzanillo, consolidating it as a key pillar of the national energy system. It also drives economic activity across the northwest region through job creation, investment, and logistics development, while contributing to greater diversification of the country\u2019s energy matrix and generation capacity.<\/p>\n\n\n\n
During the ceremony, President Abinader described the project as an initiative grounded in vision, confidence, development, and economic feasibility. Above all, he emphasized that it represents what can be achieved when committed entrepreneurs who believe in their country find a government that actively facilitates investment. \u201cAlthough this is a private project, it is strategically aligned with public policy, particularly within the Dominican Republic\u2019s energy sector.\u201d<\/p>\n\n\n\n
The President further stated that this region will become the country\u2019s primary electricity generation hub, helping to close the energy gap and ensure supply over the coming years, while enhancing system stability\u2014especially considering that approximately 85% of generation was previously concentrated in the southern region.<\/p>\n\n\n\n
\u201cWith this project, along with Manzanillo 1 and 2, we will achieve a more balanced distribution. In addition, we have contracted approximately 130 megawatts of battery storage, which will be available this summer, alongside new tenders. This will significantly enhance the reliability of the electrical system in the short and medium term. Today marks the beginning of the consolidation of the Dominican Republic\u2019s electricity generation system, helping to prevent future challenges associated with ongoing projects,\u201d he stated.<\/p>\n\n\n\n
President Abinader also highlighted that this initiative goes beyond power generation. It includes the construction of a port in collaboration with the Inter-American Development Bank, expected to be completed by mid-next year; the development of a multimodal port capable of receiving cruise ships; and the construction of an airport approved by decree, which will be integrated with Santiago\u2019s airport to boost tourism.<\/p>\n\n\n\n
\u201cMontecristi is undergoing a transformation. This province, where the nation began, will experience unprecedented development. In addition to its agricultural growth\u2014based on products such as rice, bananas, and salt\u2014it will now host a new industrial zone. Export-oriented free trade zones focused on technology will also be established, generating high-quality employment,\u201d the President noted.<\/p>\n\n\n\n
He also expressed optimism about the present and future of Montecristi and the Dominican Republic, despite ongoing global challenges. He emphasized that optimism, combined with the persistence and determination of the country\u2019s business sector, will enable continued progress and resilience.<\/p>\n\n\n\n
For his part, Jaime Santana, President of Energ\u00eda 2000, expressed gratitude to the Dominican authorities, noting that from the outset the project benefited from a government that not only supported but also facilitated, guided, and enabled each phase with a clear sense of purpose\u2014without seeking anything beyond collective well-being and the security of the energy sector.<\/p>\n\n\n\n
\u201cThis leadership, driven by President Abinader, has permeated the entire administration, creating an environment where large-scale projects are not only possible but executable. We thank President Abinader for being our primary ally throughout this journey.\u201d<\/p>\n\n\n\n
Santana highlighted that the plant is part of a broader energy strategy taking shape in Manzanillo, including the development of an electrical substation, gas pipeline, maritime infrastructure, transmission lines, and other complementary works aimed at positioning the area as a key node in the Dominican Republic\u2019s energy development.<\/p>\n\n\n\n
\u201cAgainst all odds, we have achieved this milestone\u2014and we have done so successfully and at scale. President Abinader: development is already illuminating every corner of Manzanillo, and soon it will extend across the beaches of Montecristi.\u201d<\/p>\n\n\n\n
Minister of Energy and Mines Joel Santos emphasized that the government is working to leave a lasting legacy in the energy sector beyond 2028, supporting the continued growth of the Dominican economy through 2036.<\/p>\n\n\n\n
He noted that the commissioning of Manzanillo Power Land, together with the 128-kilometer, 345-kilovolt transmission line inaugurated in July 2025, represents a major milestone in the transformation of the country\u2019s energy system. This progress reflects a strategic vision focused on ensuring energy security in an increasingly complex global environment.<\/p>\n\n\n\n
Santos also highlighted that this transformation is accompanied by the modernization of the regulatory framework, strengthening transparency, promoting investment, and creating conditions for a more efficient and competitive system.<\/p>\n\n\n\n
\u201cFrom Manzanillo\u2014the capital of the electrical system\u2014we send a clear message: the Dominican Republic does not improvise its energy future. It plans it, executes it, and secures it.\u201d<\/p>\n\n\n\n
Leonardo Aguilera, Executive President of Banco de Reservas, expressed pride in the institution\u2019s role as a key partner in initiatives that ensure a continuous, robust, and stable electricity supply.<\/p>\n\n\n\n
He emphasized that this project represents a critical driver for regional revitalization, aligned with President Abinader\u2019s vision of distributing opportunities and well-being across all regions of the country.<\/p>\n\n\n\n

Manzanillo Power Land operates using combined-cycle natural gas technology, integrating a gas turbine, heat recovery unit, and steam turbine, achieving unprecedented levels of efficiency in the country and aligning with the highest international standards for efficient and sustainable power generation.<\/p>\n\n\n\n
The project is part of an integrated energy ecosystem that includes the 345 kV transmission line Pepillo Salcedo\u2013Guayub\u00edn\u2013El Naranjo, a 345 kV substation, a gas pipeline connected to Manzanillo Bay, a Floating Storage and Regasification Unit (FSRU), and specialized maritime infrastructure for the transport of equipment and fuel.<\/p>\n\n\n\n
During its development phase, the plant generated between 1,500 and 5,700 direct jobs, stimulating the local economy and strengthening human capital in the northwest region.<\/p>\n\n\n\n
The total investment associated with this project and its complementary infrastructure amounts to approximately USD 950 million, reflecting strong private sector confidence in the Dominican Republic\u2019s energy and logistics potential.<\/p>\n\n\n\n
With the issuance of the SENI Grid Code Compliance Certificate, the plant is fully authorized to begin commercial operations, immediately contributing to the stability, reliability, and diversification of the national energy matrix.<\/p>\n\n\n\n
This milestone reinforces a development model based on effective public-private collaboration, where strategic planning, high-level technical execution, and institutional commitment have transformed a high-potential region into a regional-scale energy hub.<\/p>\n\n\n\n
The inauguration of Manzanillo Power Land goes beyond adding new generation capacity; it represents the beginning of a new chapter for Montecristi and the entire northwest region. It is the materialization of a shared vision that transforms potential into opportunity, infrastructure into well-being, and territory into progress\u2014delivering employment, economic dynamism, and expanded opportunities for communities.<\/p>\n\n\n\n
