The plan was developed by the <strong>Ministry of Industry, Commerce and MSMEs (MICM)<\/strong> with the support of the <strong>United Nations Development Programme (UNDP)<\/strong>.<\/p>\n\n\n\n<p>Minister <strong>Eduardo Sanz Lovat\u00f3n<\/strong> explained that the plan is grounded in a <strong>rigorous assessment of the ICT market<\/strong> and a <strong>comparative international analysis<\/strong> of countries such as <strong>Hong Kong, Ireland, and Costa Rica<\/strong>, which enabled the design of a roadmap aligned with the country\u2019s <strong>productive transformation goals<\/strong> and the government\u2019s long-term vision under <strong>Meta RD 2036<\/strong>.<\/p>\n\n\n\n<p>He noted that the strategy seeks to <strong>integrate the country into the global value chains of the new economy<\/strong>, with investment attraction efforts focused on four <strong>high-impact strategic pillars<\/strong>: <strong>semiconductor manufacturing, software development, the HealthTech ecosystem focused on healthcare digitalization, and the evolution of contact centers toward higher-value Business Process Outsourcing (BPO) services<\/strong>.<\/p>\n\n\n\n<p>The plan also promotes <strong>productive linkages between international technology companies and the local business ecosystem<\/strong>, facilitating <strong>knowledge transfer, integration of local suppliers, and the strengthening of MSMEs and technology startups<\/strong>.<\/p>\n\n\n\n<p><strong>Ana Mar\u00eda D\u00edaz<\/strong>, UNDP Resident Representative, stated that the plan prioritizes <strong>high-quality investments with strong potential to advance human development<\/strong>, strengthen national <strong>innovation capabilities<\/strong>, enhance <strong>competitiveness<\/strong>, and expand <strong>economic opportunities<\/strong>.
