La firma del Memorando de Entendimiento entre República Dominicana y la Corporación para el Financiamiento del Desarrollo de Estados Unidos garantizará que el país pueda atraer a empresas que salen de Asia y buscan reubicarse en las Américas como parte de la estrategia de “nearshoring”, desplegada por Estados Unidos.
Así lo consideró el ministro Relaciones Exteriores de la República Dominicana, Roberto Álvarez, quien participó como orador invitado del AmchamDR Encounters que organiza la Cámara Americana de Comercio de la República Dominicana (AmchamDR). Álvarez disertó mediante un encuentro virtual este jueves.
El nearshoring es un mecanismo empleado en el Asia por empresas, al transferir sus tecnologías y procesos de negocios a terceros ubicados en destinos lejanos, con el fin de reducir costos.
Financiamiento
El canciller consideró que el acceso una cartera de financiamiento de US$2,000 millones permitirá aumentar la base manufacturera del país, así como fomentar las inversiones en infraestructura que aportarán a la meta gubernamental de crear una gran cantidad de empleos dignos.
En su disertación sobre “El Marco de Cooperación entre República Dominicana y Estados Unidos a la luz del programa América Crece”, Álvarez sugirió que para garantizar la operatividad del Memorando de Entendimiento firmado en octubre pasado con los Estados Unidos, el gobierno dominicano precisa crear una unidad de inteligencia que identifique proyectos prioritarios dentro de las áreas cubiertas por dicho convenio y los asesore para acceder a los fondos de financiamiento.
El ministro propone que esa unidad esté adscrita al Ministerio de Industria, Comercio y Mipymes (MICM), a fin de garantizar que los fondos del acuerdo se correspondan con la estrategia de desarrollo del Gobierno y vayan a proyectos que generen bienestar al país.
El canciller señaló la importancia del acuerdo que, además de fortalecer la alianza estratégica con Estados Unidos, busca facilitar el financiamiento para proyectos privados y públicos en República Dominicana en las áreas de: infraestructura crítica, logística, energía, turismo, desarrollo de las Mipymes y el empoderamiento económico de las mujeres emprendedoras.

In his dissertation on “The Cooperation Framework between the Dominican Republic and the United States in light of the América Crece program,” Álvarez suggested that to guarantee the operation of the Memorandum of Understanding signed last October with the United States, the Dominican government needs to create an intelligence unit that identifies priority projects within the areas covered by the said agreement and advises them to access financing funds.
The minister proposes that this unit be attached to the Ministry of Industry, Commerce, and MSMEs (MICM), in order to guarantee that the funds of the agreement correspond to the government’s development strategy and go to projects that generate well-being for the country.
The Foreign Minister pointed out the importance of the agreement that, in addition to strengthening the strategic alliance with the United States, seeks to facilitate financing for private and public projects in the Dominican Republic in the areas of critical infrastructure, logistics, energy, tourism, development of MSMEs and the economic empowerment of women entrepreneurs.
